There's one west of Celadon City (the fourth gym leader's town), and one East of Vermillion City (the third gym leader's town).

one's south of lavender town and i think the other is west of celadon. they're both lvl 30 and have a lot of hp and for me were hard to catch

if you mean the ones bloking the road their is one in celadon city to the left and then go to lavander town and go down and it should be their
