has anyone had this on their computer all of a sudden without downloading it?? does anyone know where it comes from?

Your computer might be infected with Adware/Spyware. Uninstall Internet Speed Monitor/Outerinfo in the Add/Remove Program. Check your computer with free spyware/adware program like Spybot search and destroy or Ad Aware SE

you need to download 2 programs adaware and hijackthis. they are both free and will get rid of your problem
