If you can be comfortable with just fans, they will be much less expensive than an AC unit. A typical fan consumes as much electricity as a light bulb (that's with the fan on high.) An AC unit is usually one of the highest energy consumers in a home. If the fans can't make it comfy enough, you can supplement the AC with ceiling fans which will make you feel cooler when you are in the room (it's like a breeze on a summer day. It doesn't cool the air, but it sure feels good.) Just remember to turn them off when you leave the room, since the fan doesn't actually cool the air. It just makes it FEEL cooler.

This is comparing apples to oranges. Fans circulate air but do not cool. Being mostly 110 volt operating systems, if a fan is used in each room, the cost would probably be as high or close to, the cost of running a 220 volt air conditioner. The effect of running the air conditioner would be actual cooling.

For what good it does, I would say the A/C...if you have a house full of fans puching hot air around, that's just wasting money...
