according to wikipedia:

Connection to actual events
This film, like the films Psycho (1960), Deranged, and The Silence of the Lambs (1991), was loosely inspired by Wisconsin serial killer Ed Gein.[2] Gein did wear human skin, but he acted alone and did not use a chainsaw. The interior of the house, particularly the macabre living room filled with bones, was also based on the crime scene notes describing the inside of Gein's home. The film's opening claims the events are factual, a use of the false document technique. (Filming was from July 15, 1973 and shown from August 14, 1973, while the opening narrative claims that the events took place on 18 August 1973.) Libraries in Burkburnett, Texas and nearby Wichita Falls regularly receive requests for copies of newspaper articles related to the events.[3][4]

Contrary to popular belief, this film is not a true story. The original version was filmed from 15 July 1973 - 14 August 1973, while the opening narrative claims that the real events took place on 18 August 1973, so it would be impossible for the film to be based on actual events which had not happened at the time of filming.

It is loosely based on the crimes of Ed Gein, who was suspected of taking several victims from 1954-1957. The film's house was based on the actual house of Ed Gein and from crime scene photos. He never used a chainsaw, however, he did wear a human scalp and face. His crimes took place in Wisconsin, not Texas. Both "Norman Bates" (Psycho) and "Buffalo Bill" (The Silence of the Lambs) were also loosely based on Ed Gein.

No, it wasn't. It was very, very, very loosely based on a real serial killer (Ed Gein), the same one that "Psycho" and "Silence of the Lambs" were inspired by, but the story is 100% fiction.
