I would say midnight begins a new day. Like, when you go from 5:59 to 6:00, you begin a new hour. So when you go from 11:59 to 12:00, you should begin a new day. If that makes sense.

12:00 midnight always begins a day. 11:59:59 999/1000 p.m. always ends a day. 12:00 midnight would begin Sunday the 20th, and 11:59:59 999/1000 p.m. would end Saturday the 19th

It is considered the beginning of a new day, that is why they have 12:00 A.M. for midnight (middle of the night) and 12:00 P.M. for noon. When I set my digital clock to military time, it does not go to 2400 hrs it goes to 000 hrs after it hits 2359. So along those lines 12:00 A.M. would be the beginning of another day. That is why it is AM. 11:59:59 is the last second of the day.

It is easiest to remember that 12:00 refers to neither a.m. or p.m., but 12:01 a.m. and 11:59 p.m. is correct. Military time sets midnight at 2400 hours and 0001 as the first minute into the new day. Some write it as Midnight Saturday/Sunday, or Midnight June 14/15. The article in wikipedia says it shouldn't be used, but I always say 12:00 a.m. to refer to midnight, and 12:00 p.m. for noon, or the start of the afternoon hours.
