That partially depends on your mowing habits. Master Gardener Jerry Baker recommends once every 3 mowings.
I think that is a little excessive. For most people I'd probably recommend once every 1-2 months. If you mow over rough terrain, I'd recommend once a month. If you mow over smooth terrain then probably once every 2 months would do. For people that run mowing businesses, it should probably be about once a day. It partially depends on how much stuff you hit when you are mowing. At the very least I'd sharpen the blades twice per mowing season. Once at the beginning and once in the middle.
If you want to have to sharpen less and not have to replace your blades so often, then make a walk around your yard looking for debris like sticks, rocks, string, wire, etc to pick up so that you don't hit it with your mower. It's a good safety precaution too. A flying rock can be dangerous to those standing around while you are mowing or to the windows or siding on your house.

Carefully feel the cutting edge to see if it feels sharp. Also look for dings or knicks in the blade. If it feels dull or has a lot of dings sharpen the blades. The sharper the blades are the cleaner the grass will cut.

I would stand the mower up on its back wheels, secure the mower in this position, take the blades off and use a bench grinder to sharpen the blades the way they were when the mower was new.
You will be surprised how it cuts when you are finished.

It depends on if your mowing a basic yard or rough terrain with a lot of trees or rocks, to have a nice looking mowing job and to put less strain on the motor/drive belt (if it has a belt), you want to keep your blades maintained....generally, once a year is good....its just good to keep an eye on them periodically.
