When a file is deleted from a computer, it is not actually removed from the hard drive. Only the directory entry that points to the file is removed, and the space that the file occupies is marked as "free space".
The file actually remains there until Windows decides to reuse that space to save a new file. Depending on how much free space is on your computer, and where the file was physically located, that may be anywhere from minutes to weeks.
During the time after a file is deleted, and before Windows reuses the space, it is possible to recover the file using a file recovery software. However, keep in mind that install such software may overwrite the file(s) you are trying to recover.

Try this free software. Run the scan, if it picks up your deleted files it can recover them.

There is a few different forensic software packages out there that will do a good job at recovery. I have used "Encase" a few time with good results in forensic cases.

data is almost always recoverable... you can either buy some data recovery software like http://www.active-undelete.com/
or get an expert to do it... which could be costly
