2010 I think. But it will not be completely complete. They have cut back the budget and some parts have been canceled. Some parts that are already built and paid for will never be launched because of the cutbacks.

Well. I think the "International" aspect has become pretty dubious. It reminds me of a sign I saw up at Wayne State University in Detroit many moons ago. It said, "Yea, tho I will dwell in the midst of construction forever."
