Rent a floor sander(don't use a drum sander). It has a greater area to take out the humps. A palm sander is too small for large areas. It will just reinforce the waves in the floor. Use it around the baseboard areas and other areas too small for a floor sander.

The thought is that a Floor sander, while a bit awkward, will ride the high spots,bringing them down to a more even level with the depressions, due to the size of the sanding apparatus on the machine.

The problem with using a smaller tool is that it depends on the user to do much of the work, and as a human, it's only logical that one might exhert more or less pressure on the tool during the course of any job.

The easiest way to do it is with a floor sander. That's what it's made for. You can rent one at any tool rental place.
