I guess you want to make a comment box which has this spotted background. Is that what you're trying to do?

This is how you would do that:

<br /> write comments here...<br /> <br /> <br />

From a webdesigner's point of view, this doesn't look good, because its hard to read the text if it has blue spotted background... You should probably edit this background and make it paler and make the text black.

instead of url, you put that url (http://i195.photobucket.com/albums/z123/...)
