A VLan is a Virtual LAN, which is used in a Switching environment to segment the LAN for easier administration and also for isolation of Data and Voice segments. Also VLANs can span across multiple switches for covering a wide area. Example: In a 48 Port switch, 10 ports can be in Vlan 20, 15 in Vlan 23 and the rest in another vlan 30.
Vlans are configured on Switches, Routers / Firewall, depending on the needs and Network design...
Tunneling is used for Secure and Encrypted connection thro VPN etc....
A tunneling protocol is a network protocol which encapsulates a payload protocol, acting as a payload protocol. Reasons to tunnel include carrying a payload over an incompatible delivery network, or to provide a secure path through an untrusted network.
Tunneling can also be used to traverse a firewall (firewall policy permitting). In this case, protocols that are normally blocked by the firewall are encapsulated inside a commonly allowed protocol such as HTTP. If the policy on the firewall does not exercise enough control over HTTP requests, this can sometimes be used to circumvent the intended firewall policy....

tunnelling is concept related with VPN where a virtual tunnel is established between two communicating private networks through a public network.
VLAN is a switching concept where related systems are grouped together virtually across different geographical locations.
