Correct antifreeze coolant level and new coolant every two or three years keeps the engine block from rusting. Garden hose water does not have antirust propertys. The corect mix antifreeze to water should be added as the coolant slowly evaporates over time.

overfilling shouldnt cauce any damage because the cooling system if working properly will just purge the excess its an open system . using only water however will cause problems you have to use the proper mix of coolant/water
