They do so because the US is not a democracy but rather a plutocracy where the wealthy elitist class be they individuals or corporations govern/rule society.

Specifically they are able to do this through their lobbying organizations who simply tell representatives of "WE THE PEOPLE" in Congress what laws to enact to protect these elitists.

This arrangement of course is a giant "QUID PRO QUO" where in exchange for obeying the plutocrats demands ,these corrupt representatives get literally millions in "campaign donations".

Ergo,at one point the wealthy elitists decided that there was a great opportunity in the health care business to make huge fortunes and with compliant legislaters in both levels of government ,enacted a number of associated laws that allowed the HMO's to "take over".

In another poster's question,he supplied statistics that show clearly that the majority of Americans want universal "one payer" health care system BUT of course the elected representatives of "WE THE PEOPLE" give us the finger and become what they really are ,representatives of the plutocrats.

It was the republicans answer to the rising cost of health care. It was supposed to lower costs by being efficient, less paperwork.
It's turned into the worst money maker for Americans. Huge profits for the insurance companies.
