What it is, is the body reacts to the cold by opening all the pores to let the heat in, giving the impression of goose bumps.

Dear L.G. All people, i'd think get goose bumps!
From cold, fear, anticipation, a reaction to something unexpected, something perhaps which has had the power to frighten them.
In the practice of vudu, it is supposedly a sign, that a spirit, good or bad, has passed by to leave behind a message!

It's left over from when our ancesters had fur. The fur would be raised by the goosebumps, trapping a layer of air in itself to insulate your body.

As for why you get it when you're scared, it's because if you had fur and got goosebumps, the fur would make you look bigger when it rose up, hopefully scaring away whatever scared you.
