Yes if you mean getting back deleted files there's a programs called Symantec Ghost.It should help.

They don't go there, they get erased from there. The recycle bin is actually a delete selector. If you empty it removes the tags on the data. If you really want to get rid of the files so that they can not ever be retrieved then you need shredder programs. Spybot S+D has a fairly good one. These programs write noise over the section of your disc that you are erasing making it almost impossible to retrieve the data.
If you want to retrieve deleted files you might try one of the restorer/retrieval programs from Norton Utilities or somebody like them.
Note that file deletes normally just remove the address of the file and restore programs reconstruct that address.
