Nope. If you buy the insurance and need it, you'll be paying premiums for nothing because you won't be covered and you'll be in trouble because it's illegal to drive without a license.

Um, if you haven't passed a test, that makes you an UNLICENSED DRIVER, that can't legally drive. Insurance companies aren't ALLOWED by law, to issue policies that cover illegal actions.
SO. Just about ANY company will issue a policy to the owner of the car, even if the owner doesn't have a valid license, but you DO need to have a licensed operator - and the owner, without a license, would be specifically EXCLUDED from all coverage.

you're better off calling several insurance brokers looking for quotes. If you tell them you're shopping around then they try harder to get your business and bend over backwards to get you the best quote. I have a poor driving record and I find esurance (esurance.com) and unitrin direct (unitrindirect.com) always seems to give me the best quote. But--call around to local agencies and try a few online like answerfinancial.com, insurance.com, quotescout.com. And don't take the first quote! Somebody out there is always cheaper--lol

The insurance is on the vehicle. You may be asked to provide your driving record which you do not have. It is possible to get insurance but you still cannot drive without a license. If you had an accident, the insurance would not cover the costs.

You can not be the primary insured, so you will have to find someone (parent or roomate) that will insure the car. Then, once you pass your test, then you can have your name on the insurance.
