My neighbor harrasses anyone who parks their car in front of her house. There are apartments and some people do not have anywhere to park but on the street. Everyone who lives on my street who does not have a space to park, has to pay for a permit. She leaves notes on peoples cars asking them not to park in front of her house. She also will go to my neighbors home, knock on their door and tell them not to park in front of her home.

What should everyone do? She's so hostile.

Ignore her. You don't own the street in front of your home and have no right to stop anyone from legally parking there. Tell her to call the cops. They'll tell her the same thing.

Tell her its a public street that requires a permit, and she has no authority over who parks in front of her house. It is common courtesy to not park in front of other people houses, but in certain areas, any spot is good.

Tell her to go pound sand. It's a public street and anybody can park there legally. As long as a parked vehicle isn't blocking her driveway, she's going to have to learn to live with it.

Remind her it is a public street, but if she has a problem she is welcome to call the police. They will explain it to her, and also explain she is wasting their time on a frivolous complaint.
