your question should be - which one has more calories in it? because there are no "fatty" foods as well as there are no "fat burning" foods.
pasta is processed - and unless its whole wheat is not healthy for anybody and has lots of calories
rice (brown or wild is great but stay away from white one) - its natural source of carbs and has slightly less calories than pasta

Whole wheat pasta and brown rice are both complex carbs, and contains more fibre.

If you are comparing it with floured pasta or white rice, these two are simple carbs and will be digested faster and will cause hunger pangs, and therefore "fatter".

The way you cook it is also important. Fat ways are soft pasta and rice, porridge, oily pasta and rice. Cook your whole wheat pasta and brown rice a little firmer with little oil, they will take a longer time to be digested.

I am on low carb, low fat, high fibre, high protein and a hour brisk walk 5 times a week, and I have lost 31lbs and gain better health. I am now maintaining my 108lbs for more than a year.

It depends. Pasta which is produced with wheat ( semola di grano duro) without eggs addition, is healthier than white rice especially refined one. But there are some pasta with eggs contain in it ( i forgot the lable name in italian for such pasta). mean while rice, a white and refine makes you fat sooner than unrefined, because the high level of bad glucose. But nowadays, rice are in many options. But i suggest, from the group of brown rice or jasmine rice ( such as basmati) are very good. Glutinized rice? not tasty nor healthier than those.
pasta? semola di grano duro in traditional production, less salt , no eggs. better.

It probably depends on what you eat on it. If you eat tons of meatballs and sauce, etc. on your pasta, then it is probably the fattiest. Most asian people eat rice all of the time (steamed rice) and are not very overweight. So I would think that rice is not as fatty. (But I might be wrong) : )
