I need to know how to either file a formal complaint with the army about a soldier who is harassing me or find out how to contact the soldiers commanding officer.

I Have filed restraing order but the harassment happened while he was stationed in Germany. Sheriff advised me to contact the army to let them know what is going on.

Seriously, you should talk with an Army recruiter. They deal with a lot of off the wall situations and can give a good point of contact to find the information you need.

Is the harassment happening on base or off? If it's on base then contact the MP's. If off base contact the police. Harassment is harassment no matter where it is. The authorities will have all the resources to contact his command and get to the bottom of the issue. Don't be afraid of contacting the cops, if the harassment is bad enough that you want to contact his command then it's bad enough to contact the cops.

First of all you need to know his full name, hometown, and if possible his rank. Any additional information would help. Then contact the nearest army post and request the Judge Advocate Generals Representative to assist you. They will not be happy about it but they will do their duty.

if you ahve his social that would work but you need to go to to the base and file a military protection order, you may need more informatin than you ahve though, and this is basicaly goign to protect youon base and with this his entire command will knwo the situation and if he disobeys it he will suffer on a hundred different ends you need to cover your self on base though! So yes have you out on town order but get a military protection order (I had to get a few of these against the same person!)

When I was in the Navy our command would tell us to tell our families to use the red cross to get us urgent messages. Army recruiters will probably not be interested in helping you since they are only looking to recruit. If you are close enough to a base u may can go up there and talk to admin people.
If I was in your shoes, I would contact the red cross so that they can locate the individual you are looking for and inform his command of the situation.

You will need to do some hunting around, look for the Army unit's HQ number and the rest the officer on duty will guide you.
