I was driving in the car with a friend, listening to a music radio station. The station cut to a Verizon Commercial. In the middle of the verizon radio commercial; on the right hand side of the road, was a Verizon Store.
Coincidence or Conspiracy Theory

Is it possible that my friend's car was 'Radio Targeted' with a verizon commercial as we passed by the verizon store???

On the realistic side: coincidence

On the scientific/technical side: it's possible to do that, but the Verizon store would have to have an FM transmitter so they could transmit to your radio as you drive by. The problem is that it would have to be powerful enough to overcome the signal from the original station. I'm 99.9% positive that this would be illegal unless they had something going on with the radio station?

Either way I really doubt this was "Radio Targeting"

Yes, there is a company that makes special devices that are usually attached to billboards, but they can locally transmit information to you on radio frequencies by determining the station you are listening to (the station you are tuned to will give off a signature read by their sensor). I read this article a few years ago about this technology. I don't know where it is right now.

You're being paranoid. It's theoretically possible, but very expensive. VERY expensive!
