Is there a military installation there? She should be able to get one on any american military base, otherwise maybe the embassy?

If she is in the Philippines right now, then you cannot get her a military dependent ID card until she is physically with you at your current duty station.

Edit- Don't bother going to an US Embassy either. They will not be able to do anything for her.

We have no bases in the Philippines. But, there is a military attache at the Embassy in Manilla. Perhaps he carries out that activity or it might be the Marine Security Guard Detachment at that embassy.

You need to contact the Personnel section, determine what paperwork is necessary, fill it out, turn it in, and they your wife can go to the nearest military installation and obtain her ID card.

she needs a specific POA from you as well as a certain form filled out by you( no, I don't know the DD form number). then she can go to her closest US military installation( if there are any left in the PI, that is..possibly a reserve base, maybe?!)

Otherwise, she will need to appear in person with you Stateside.
