I've been curious to find out the Church's exact teaching on this subject. Everywhere I have looked, I haven't been able to find a black or white/yes or no answer.

Yes.

In fact, many Catholics are almost engaged to someone else while a declaration of nullity is being researched.

The Catholic Church believes that God does not recognize civil divorces.

Jesus said, "Therefore what God has joined together, no human being must separate." (Mark 10:9)

However there may be hope of a declaration of nullity.

The term "annulment" is a misnomer because the Church does not undo or erase a marriage bond.

Rather the Church issues a declaration of nullity when it discovers that the parties were not truly joined by God and hence a full spiritual sacramental marriage as understood by the Church was not present.

Then the parties are free to marry for the first time.

Approach the appropriate person your in your parish who has been trained in the process. If you encounter difficulties, you may go directly to the diocese.

Be prayerful, honest and patient. It takes a while.

I asked the question once, and what the priest told me was no, you can not date until the annulment process is done. This is because your still married in the church and that is an of adultery.

They would have worse problems then. The church does not make rulings about idiocy.
God does though.
Plus how could they bring their 'girlfriend' to Mass?
The Catholic Church is a Bible teaching Church. The Mass is readings and lessons. They could go on a wrong Sunday!?!

Until a declaration of nullity is final, a Catholic remains married.

And unless you're dating your spouse, the answer would be NO.
