Sounds like you're burning enough calories and keeping your metabolism at a good level.
It's your diet, most likely. Make sure you're not overeating. Eat most of your food in the morning and for lunch. Keep your dinner very light. Drink a lot of water. Your body often mistakens being thursty for being hungry. When you feel like getting a snack, drink a glass of water first, maybe you won't want that snack after drinking water.
Also, many people tend to retain/gain weight when stressed out. Reduce your stress.
As for workouts, cardio is always good (swimming, jogging). But I always felt that my body gets used to jogging (or whatever repetitve workout) and doesn't burn as much calories. Muscles figure out how to do less work, so to speak. Try varying your workout. Try a hip-hop class or maybe go bikinng.
Work on your flexibility. Suprisingly, it seems to help.

The best I have seen, and I have seen it in a lot of people, is yoga. The combination of breath focus and posture increases the metabolism quite dramatically. If you are young and relatively springy, try an Ashtanga yoga class. It is actually a very athletic practice and I have seen people drop excess weight very fast. There are many other types of yoga out there as well. Find a safe and competent teacher.

To successfully lose weight, you must carry out
a plan to balance your caloric intake with exercise.
Ideally, dieting should be done by eating a nutritionally
balanced, low-calorie diet and increasing physical activity.

Sounds like you want quick, temporary results. Use a a metabolism boosting drug with your plan if that's the case. But if you want gradual results that last longer, keep up your plan. If you don't get the results quickly enough, wear a one-piece swimsuit.
