SWAT teams are usually the first to enter a building in a hostage situation or the ones to dis arm a bomb, things of that nature! They are trained, armed, and wear protection that normal day to day officers don't have!
It takes a special training (usually) to become a SWAT team member!

A Special Weapons and Tactics (SWAT) team member takes para-military training to strategically apply overwhelming force surgically against criminals who are using too much force for the normal police to handle or in a hostage situation.
SWAT officers are trained just like Infantry Soldiers with additional training on how to enter buildings and safely clear them (which the US Infantry is now training in). They are also police officers and so trained as police.
The purpose of SWAT is to put overwhelming force on a certain specific criminal to remove the threat. Either the criminal will think it is not worth it or the force will be enough to take out the criminal before he can harm others.
This is why a sniper is almost always found on a SWAT team. Snipers are trained to use that scope to get information, not just to shoot accurately. They are also trained in how to hide and blend in and how to evaluate a situation. Most SWAT snipers hope that they never have to fire at a real human target. This is the goal of most police officers and SWAT members are first and foremost police officers.
Soldiers are trained to kill, in times of war or need. They want to engage a human target and do their job. They have the exact opposite attitude, but almost the exact same training as SWAT members have.
When I was a solider I hoped that I never had to kill anyone and I took a job that didn’t put me on the front line because I wanted a drafting job. But, I had to face the fact that if called upon I would have to kill someone because that was my job, other people were depending one me, and I was defending my country. This is the attitude that most soldiers have; they fight because they have to. Those that can’t accept it suffer post-traumatic stress syndrome. This syndrome isn’t only among soldiers I have seen it in a medical worker, who felt guilty because no matter what he did people under his care still died.
