Is there a way to measure if one act of terrorism is more extreme than the other or is terrorism the same on all levels regardless of severity???? For example is there a such thing as Minor terrorism (taking hostages) and Large scale terrorism (bombing the world trade center)??

Of course.

You can see them in all their glorious colors (all five of them) during election years.

Absolutely.

Painting horrible pictures and trying to scare people is terrorism.

Poisoning a well, so everyone gets the runs -- that's terrorism.

Blowing up thousands of people to send a political message and induce fear -- that's terrorism.

Are you trying to say they are all equally bad?

Yes, they are all against the law, and should all be punished. But punishment should be relative to both the intended harm and the actual harm.
