Here is what I have done. Sand away the rust (tools depend on size, coarse grit sanding block is often good, sometimes a screwdriver blade helps remove tough spots quickly). Clean area of dust, then spray (not too richly) with zinc-rich primer (cover adjacent paint with masking tape and old newspaper). Let dry. Possibly repeat this step once or twice for solid coverage. This will do to prevent more rust. If you want to paint, you can spray paint on top of the dry primer (again, use masking tape around the area). You will always see the dent but it will no longer rust. Supplies for this are available at Wal-Mart and all auto supply stores.

Any repair with complete dent removal and invisible result will cost you big bucks (give or take a few). So that is why I have some dents in my car (fender, door, bumper) but they don't rust.

Rust under paint does that arm and leg thing and can even take other body parts if you let the rust run wild. What do you pay insurance for anyway? Get it fixed soon. Heat speeds up chemical reactions. Oxidation of iron/steel is a chemical reaction.

You can purchase a scratch removal kit at the auto parts store, located at their paint and body area. It has everything you need to remove small dents and scratches in one kit.
