Dogs will walk and pee to mark multiple territories at once. It is just faster for lazy dogs.

if you are talking about a dog walking, sniffing, and peeing, he is marking his terretory and letting other dogs know he's around.

if you are saying the dog is dribbling pee as he walks, this could be a different story. could be he's excited. could be a fully loaded bladder mixed with excitement, or just a older dog. it could also be a indication of a kidney/urinary tract infection problem.

you should monitor your dogs water consumption. a healthy dog should drink about a ounce of water per day per pound of body weight, approximate. HOWEVER, if his water consuption is a lot more than that and he is dribbling and his peeing habits are different from the norm, this is a huge indicator of a possible problem and he should see a vet.

Dogs use urine to mark territory. They sniff a likely spot to detect other dogs urine and then mark over it.
