I would think that person wants you to acknowledge his presence. Perhaps he will start a conversation with you next time he sees you.

They could be day dreaming and not even know who they are looking at, but they could also be crushing without trying to be obious, try flirting with him when he looks over, bash your eye lashes, giggle, or do a little smile, hair toss, then turn back around, then a few seconds later look again and see he is still looking, or if you got any reaction

He is indicating he is really interested. Give him an indication that you are interested in him otherwise don't acknowledge him and if he is a good guy he will leave you well enough alone.
