Example: When I fart he looks at the ceiling and thinks its a bug. He never shuts up...when he barks (every 5 seconds) its like he has so much anxiety that he actually can't help it. Oh and its a Wiemereimer

Dude welcom to the wonderful world of Wiemereimers. He needs to run a lot. I run mine 15 miles a week, and he's cool. They are good hunting partners, and great pals. They just need to run, and have defined rules. good luck, be firm, and hae fun

Down syndrome is a human condition, and I think there would be a fair few people who wouldn't be impressed with you suggesting your dog has it based on these 'symptoms'!
Sounds like your dog is being a dog, but if you think he has anxiety problems then consult a vet, behaviourist or trainer.

He probably have a behavior problem. Just be nice to the dog and don't try to mess with him so much or you can take him to the vet and see what you can do. Take some social classes or something that can improve your dog's problems. Good luck to you
