sure, an accountant who is not a cpa can file form 8718 and/or 1023. It's only if the IRS has questions for the non-profit group that you'd have a problem with an accountant who's not a cpa. being a cpa means that you can represent a client in front of the irs. otherwise you'd have to be an attorney or an Enrolled agent (EA) to do so. As long as the non-profit has no issues with the irs, and vice-versa, then everything is fine.

Anybody citizen who lives in the USA can fill out and file the tax forms, they are made to be idiot proof. CPA's just get to charge like crazy for doing something any normal person can do.

you can those forms if you are an acccountant. A normal person can if they know what they are doing.

the only difference between the two are that cpa's go through more training and are certified.
