A month ago, I was stopped by a police officer in New York City while driving in Brooklyn. He asked me if I knew why I was being stopped and I had said no, then he said it was because I was using a cell phone and my boyfriend who was sitting in the passenger seat wasn't wearing a seatbelt, both of which was not true. I told the officer to check my cell phone that I had not made or receive any calls within the past hour and he said he would not check my cell phone. As for the seatbelt, he said my boyfriend just put it on while he was walking up to our car. We were both shocked and knew he stopped us because he needed to meet his monthly quota. In the end he said he'll only give us one ticket, which was the cell phone one because it would not give me any points on my license.
Today I went to court to fight the ticket, there were 4 other people whom this cop had given tickets to, everyone was either given a ticket for cell phone or seatbelt. How can I file a complaint on this liar?

Forgot to mention, the judge of course ruled in favor of the police officer even thought I showed him my cell phone bill showing a two hour gap between when the ticket was written. Jugdge stated: " How do I know if you weren't using someone else's cellphone"
Also, New York City Police Officers have ticket quotas althought Mayor Bloomberg states "They are not ticket quotas, but there are performance standards."

NYC is a big city....lots of officers. Look in the phone book for the nearest police station from where you were stopped. Call the station and ask to speak to the supervisor of that officer. They will prob ask you to come in and file the complaint. Now you have a point of contact to speak to.
Be honest and dont exagerate what happened. Almost all officers have in-car cameras that can help resolve the situation.
I hope the truth comes out, one way or another.

What I hate is when police officers feel the need to "teach" someone a lesson. If you were wrong, either just give you a ticket and leave or verbally reprimand you and then leave. It is the judge's responsibility to teach you a lesson, not the police officer. Although I didn't like it that he didn't explain to you immediately as to why he pulled you over, I don't believe that what he did warrants a complaint. You being nervous about police brutality that never happened does not mean what he did warrants a complaint. By your admission, he didn't yell, just asked you the same question over and over again. The streets are not the place to adjudicate a ticket, the courts are. This complaint, I promise you, will be ignored, unless you can show that A. Unnecessary force was used... (Think Rodney King) B. Abuse of Authority (Pulled you over for no reason. He apparently had one, true or not) C. He was discourteous (Called you "Girlfriend" as opposed to Ma'am or Miss.) D. He use obscene language (Used curse words) From what you have said, you can always file a complaint, but what you have stated here does not fall into any of the above categories unless you left something out that I'm missing.

First of all. Lets get one thing straight. Most police departments do not have quotas. I have never had to go out and write a BS ticket in order to meet some imaginary number. It is extremely easy to find legit violations.
Secondly, if the officer is doing this, (somee officers mistakenly stop a car and won't admit their mistake or make up a reason to stop a car that they think they need to stop) that is a good reason for a complaint. Start with going to the PD first. Ask for a complaint form and fill one out (might check the website also, many cities have it so you can do it online now). If they don't do anything. They I would advise contacting the prosecutor's office or an attorney.

Go down to the station and be prepared to wait for quite some time. Also should the officer have you on video before stopping you, or can get the video from one of the many cameras around NY with you on the cell phone at the time of the event you could be charged with making a false report of an allegation against a police officer.
If you really didn't do it then by all means exercise your rights.

Most police departments and district courts/ attorneys have an office where you can complain about police misconduct. Of course, it's the police who review those, so good luck, but it will definitely be helpful when you go to court to have a complaint in writing. It would also be a good idea to bring a copy of your cell phone log showing that you weren't on the phone when you got pulled over -- compare it to the time on the ticket he wrote you -- as well as bringing your friend who allegedly wasn't wearing a seatbelt.

There is a thing called internal affairs...contact them...in your case..that would be Albany,NY...they have no choice but to investigate once they receive a complaint...officers are not above the law...that is what they have internal affairs for...and yes, I do know of a dept..that the Sgt.'s tell their guys to go out and get x amount of tickets and they get rewarded...go figure...talked with the police chief whom I knew personally threw another police cheif and he put a stop to it..but, if you feel that there is no other recourse..there is Internal Affairs....contact them....

As someone had previously stated you can go the precinct or you can go to the District Attorney's Office for Kings County. http://www.brooklynda.org/, you can file a complaint with them and they will look into it. Good luck.

Your delusions are fruitless, it's a scam. No one will listen to you. If ANY traffic cop in the nation didn't have their badge to hide behind, they would either be driving with a suspended license or in jail. They are above the law unless you catch them on film and send it to the media.
