Your oven selector should have selections for "Bake" and "Broil". The "Bake" selection energizes the lower element in the oven. The "Broil" selection energizes the upper element in the oven; this serves in lieu of a separate Broiler. When "Broiler" is selected the element is "On" until de-selected, the same as in a Broiler. Adjust an oven rack position to about 1/3 the way down from the top, place the food in an oven safe pan on the rack - cook. Watch the food closely, as the constant-on element cooks things quickly. Adjust the oven rack position as necessary to speed or slow the cooking rate.

Not really. Broiling is more like grilling inside. Otherwise you are just baking. If you want to grill inside, you can buy a flat textured grill plan to set on top of a burner. A little high heat and you can make a great steak. Grill pans are available at any store that sells kitchen accessories and come in different sizes.
