Try looking at http://gimp.org - it works a lot like Photoshop, and is legally free for all to download. It should get you everything you need.

One of the easiest programs to use is Paint.NET ( http://getpaint.net ) where as GIMP is slightly more powerful but a bit harder to use. Both of these are free yet powerful graphic programs.

If it's just simple editing like resizing or colour changing try Irfanview ( http://irfanview.com )

Try Xnview. It is a good, simple graphics editor. If you want a full featured editor, then try GIMP. Both are free.
