No. Taking a week off will have a neglible affect on your fitness. When you resume running you should reduce your workload for the first week. Note, you may actually come back stronger. The week off is some respects is just an extra long taper.

If cross training (elliptical, cycling water running) does not irritate the shin splints you can do that during the week if you want.

Take care of the shin splints by buying good running shoes from a running store. Tell them you are suffering with shin splints and they will help you pick the right shoes. Be sure to ice your shins and if you need to take a little ibuprofen or Tylenol. Try to excercise this area by picking up a towel with your toes and rolling a bottle or can under your foot, While recuperating, try a low impact excercise, such as the bike, swimming . When you decide to go bac k to running, run on softer surfaces for a while such as trails or grass. Even asphalt is preferable to cement. Good luck

Shin splints are caused by muscle imbalance. Calf strong, shin weak. The way to correct this is to strengthen the muscles at the front of the legs. Lie face down in bed with your toes hanging over the edge. Pull your toes upward against the resistance of the mattress. Try to work up to 3 or 4 sets of 5 – 10 reps each. Good Luck

don't just quit exercising alltogether for the week, choose some low impact exercise such as walking, strength training, or swimming.
also, maybe you should get to the root of those shin splints, are you stretching properly before your run? are you wearing good running shoes and running on varied terrain?

Not that you'll notice. Taking a week off shouldn't hurt you.
You should come back rested and ready to go.

If you are really worried, try and alternate exercise like swimming.
