It is C because you want fast response (to catch changing signals) so digital is required. You also want high resistance (to avoid causing a high current draw through components with limited ability to absorb power.)

It has to be either B or C, because you always want a high impedance so as to not disturb the circuitry (this applies whether you are testing analog control modules or digital processors).

The analog meter would be the better choice, because you could see varying voltages within a control module. It would be a little 'slow' for measuring processor digital lines, but overall it is probably the best choice.

The shunt resistance should be adjusted for the particular circuit application.

A digital meter is better for observing staged results or end states, whereas an analog meter is better for observing trends.
