question about a fugitive from mexico?

how do i turn in a person who came to the US to escape a murder charge in mexico? Call the local police? INS? FBI?

The FBI would have jurisdiction. BUT, if you feel this person is a danger to you or others or may leave before the FBI gets there, call the local cops.
