If you see on a stone engraved with runes how can you learn to understand it? I have searched but mostly it just talks about divination.

Depends on the type of runes used however the link below has quite a few. You not only have to understand which alphabet is being used, but also even after translation into the modern English letters it will still likely be in an ancient language depending upon when they were written.

If you have problems or need help, email me a link to a picture of the runes(take a photo and imageshack it) or send the English alphabet translation and I will have a go as it sounds interesting - i have a whole dept of IT staff with all day internet access who like to get their teeth into unusual problems :)

Wikipedia's entry on the runic alphabets (the Futhorc, the Futhark, and their variants) is surprisingly accurate - I ran it past my university's Old English professor before using them to carve my name on a piece of living history kit that had to be absolutely spot-on authentic.

To actually read the inscriptions, though, you would have to know which set of runes had been used AND have a reasonable knowledge of the language, be it Old English or Old Norse.

Your best bet would probably be to ask the local archaeology society for advice.
