Dogs don't understand the word "sorry".
Your friend just needs to continue treating her right, and the dog will forgive in time.

Small dogs have to put up with a lot, it seems. They are scooped up, hugged, loomed over, and grabbed at. All of these things are very rude in dog language - whether the dog in question is a Mastiff or a Maltese. So, your friend needs to understand that tight hugging does not make her dog happy - instead, that hug is threatening to her dog, and makes him nervous.
To calm a small dog - get low (don't loom over them), touch the floor, and don't stare at the dog in the eyeballs. You can pretend to yawn, too. These things help to show a dog that you don't want to hurt them. Never grab at your dog - instead, reward the dog with amazing treats for choosing to come and hang out with you.

A dog shows that he is nervous by retreating or escaping, by looking away, by yawning, licking their lips, and if all of these things fail, by showing teeth and growling. Never push a dog to the point where they must protect themselves.

I say the dog can relate to the hug as an act of kindness and will instantly forgive her..however it might not want another hug for a few hours..

You can't apologize to a dog.

Dogs know "safe" and "dangerous." Your friend hurt her dog and now she is in the dangerous category.

It will take time for her dog to trust her again and percieve her as safe.

Sure they forgive. She just needs not to put so much pressure on him, not to do things that the dog obviously doesn't want. She should talk to him softly and explain that she didn't mean to hurt it. I am sure he will understand.

You can't. all you have to do is keep on playing and petting her and she'll forget about it.
