There was actually a science fiction story about this: the women were made to go into heat about twice/year and that was the only time the men could breed. The women got together and made sure to get whatever they wanted before they allowed the men near them. It was lots of fun reading.

That would reduce births quite a bit...but when in heat, most women would end up pregnant (just like in the animal kingdom)...not to mention chances are (like animals) we'd also only desire sex during that time (THAT would be a bummer!)
Better to just somehow make childbearing a priviledge, not a right (can't do it until you prove you are capable of providing for them financially, physically, and emotionally)...too many people that shouldn't have a pet rock seem to have kid after kid after kid...

That would be cool. Just think, the women put out this hormone that we couldn't resist and we would be forced to follow them and sniff there butts until they give it up.
