I know they need special permission to travel abroad, but I cannot locate any information on this.
Also, what does a Dominican need to do to plan on moving to United States besides applying for US Citizenship? What does a person have to do within the Dominican Republic to be allowed to move?

the first thing is to have a travel document # passport# then , you must apply for a visa when visiting a country ,if you receive the visa ? you may travel .

You must have a passport where your exit from your country will be recorded and visa to a country that you will be visiting if applicable.
