To a degree yes but people need to understand that the fault almost always also lays with them also for failing to take action.

No it is not, people should take responsibility for their own actions. There is a difference between blaming another and the knowledge that someone you know did something and you turn them in. It is not about being civilized, it is about being moral

It is okay to tell the truth if you are getting blamed for something and didn't do it. I would not say it is okay to blame. People should admit their errors if one is made and be accountable for their actions and speech.

Blame is the one useless - nay damaging emotion. It helps no one including the blamer. This is because the blamer looses the opportunity to learn.
