Impairment starts (according to this test) at 50 to 100 mg/dl
Depression of central nervous system at greater than (>) 100mg/dl, and Fatality at greater than (>) 400mg/dl

so, according to this test the client was not impaired. What your local state regulations are may be different. For instance, in Washington state you are considered impaired if your level is 0.08mg/dl.
