job duties during my employment. I have rang up my ex-manager a few times and he said he would have the letter send to me, but not yet received after few months left the company. one of the reason is he is very busy and couldn't have time, the other reason is he is not willing to write the letter for me. What can I do?? Is there any method or how should I say to him? I do really want to have the letter in black and white. please help.

Draft the letter yourself and ask him to sign it. I suspect he really does not want to give you a reference. Why not ask Human Resources to give you the referral instead?

All you can do is continue to courteously ask for his cooperation in providing such a letter. There is no requirement for any former employer to give you ANY sort of letter of recommendation, or to even verify hours worked, etc.
