Can a father legally let others perform & lip sync a daughters voice professionally without any written permi?

No written permission. They performed together numerous recordings professionally on TV in the US. He has betrayed her and stolen her hard work. He says it's ok and he know's she won't sue him because he's her father.

That's despicable that her father would do that, and YES she needs a lawyer right away to help her.

No, she can sue (and should sue him as soon as possible), because it is VERY illegal. Not only is he lying to people who would buy the recordings, he is stealing, and cheating. She needs to contact a lawyer.
