Angels are your spiritual friends that God provides to us. Speak to them as if they are your friends--because they are. They are also messengers, God hears your every thought and they will also speak on your behalf. They are there to help you, that is why God created them. Certainly, when you are speaking with a friend about something important, you want their attention and you do not want distractions. So, quietly and prayerfully would be the best way. God Bless.

I would say the only way we can talk to them is to pray to them. Be sure to thank your guardian angel for always looking after you!

Angels are not supposed to be talking to you. If one claiming to be an angel is, you might find you are talking to something else.

start by testing it; if it is from the Lord Almighty, it will magnify Christ.
I am not sure it will talk to you then. Angels are scary things if they aren't from God. A comfort if they are

Well if they do exist on another aethereal plane, astral travel.
But you would need to let go of all concepts of what they are perceived to look like because in the aether they show themselves as light.
