Well depending on his working hours, you can visit him and he can spend time with you, but not if he has to work. He can take leave or they may grant him some liberty while you are there. He will get weekends off and afternoons after work,
but again it depends on his working hours and days. He can leave if he is not working but how far he can go is limited because 29 Palms is a small town. He can't just leave and go to San Diego or anything unless he does put in a leave chit and it is approved. HE will need to ask his chain of command once he gets there what the policies are. He will also need to go through some sort of indoc when he gets there and that could be a week or two long. Best bet is to wait to make plans until he knows what he is allowed to do and what his unit is going to be up to. He is a Marine now, his unit could be getting ready to deploy soon and he will have to get up to speed with his training for the deployment.

The Stumps (MCAGCC 29 Palms) was one of my best duty stations. Schools there are a little more lax than say boot camp. Yes, you can visit. Leave during school is usually only permitted on major holidays like Christmas. Is it a bad place? Depends on what you're looking for. If you like wide open space, if you like 4-wheeling, R/C airplane flying, and rock climbing, etc., it's great! The place is loaded with history. Patton trained his troops there as did a good majority of those involved with the D-Day invasions. If you need people, malls, congestion, etc., he'll have a lousy time. Yucca Valley and Palm Springs are just a stone's throw away.
Tell him to join the Lake Bandini Surf Club and do the Ridge Run (I did the latter every day at lunch (Ended my run at the base pool)when I was in the rear with the gear!).

29 Palms is north of Palm Springs, in the Mojave desert, it is extremely hot in summer and cold and windy in the winter.
His MOS training will be for the most part Mon.-Fri with some week end work. He will be able to go off base during off duty hours.
Let him get on station and into the routine of things before you visit.

29 Stumps sucks. I only went there for CAX, but from what I saw, it sucks. They do allow visitors, and, as for his restrictions, that will be up to his school command. He might be able to leave every evening and weekend, but he will have duties and things he has to do.
