if you read through Genesis, you'll see that Adam and Eve have other children, and one of them became Cain's wife. and their children intermarried, and so they made the human race proliferate.
here's my question: what part of the bible did marrying a family member become wrong?

Most people think that because incest may have happened in the past that it is ok to it today. It is not. Below is the answer to your question.
Lev 18:6-17
(6) None of you shall approach to any that is near of kin to him, to uncover their nakedness: I am the LORD.
(7) The nakedness of thy father, or the nakedness of thy mother, shalt thou not uncover: she is thy mother; thou shalt not uncover her nakedness.
(8) The nakedness of thy father's wife shalt thou not uncover: it is thy father's nakedness.
(9) The nakedness of thy sister, the daughter of thy father, or daughter of thy mother, whether she be born at home, or born abroad, even their nakedness thou shalt not uncover.
(10) The nakedness of thy son's daughter, or of thy daughter's daughter, even their nakedness thou shalt not uncover: for theirs is thine own nakedness.
(11) The nakedness of thy father's wife's daughter, begotten of thy father, she is thy sister, thou shalt not uncover her nakedness.
(12) Thou shalt not uncover the nakedness of thy father's sister: she is thy father's near kinswoman.

Whatever some prude may say, marrying a member of the family IS incest, so there's no need changing the word... And yes, I did notice that in the Genesis... Not to mention, Lot's daughters and all the other incestuous relationships that happened after Adam and Eve's children had already made a significant population...

In the early days of very few people, you did not have much other choice than to marry a close relative.
You will see places in the Bible where God made some changes. In the time of the Tower of Babel, the people were all speaking one language, and trying to build a tower to reach Heaven. God had enough of that nonsense, and he caused the people to be split apart, and their languages to be different.
If I look at this with my modern eyes and knowledge of human biology, I wonder if God had made some changes in our DNA from a simpler version to one more complex.
Same goes for close marriages. In Leviticus, God issued the orders for what constitutes Sin, so the Israelites could avoid it. Among the rules were some that governed whom you could marry. Perhaps at the time of this order, God instituted further changes in our DNA to remind us that we are not behaving properly.
So the direct answer to your question is: God forbade close relatives to marry after the Israelites left Egypt, and while they were in the desert for those 40 years. It was right near the beginning of the 40 years, by the way. This is documented in the book of Leviticus.

I'm not sure where in the Bible it says it (if it says it at all), but incentual relations causes severe gentic abnormalities which leads to physical deformities, mental retardation, and other developmental problems. I believe this taboo on incest has something to do with the health consequences for the children.

Where does it say one of those children became Cain's wife? Do you have a chapter/verse to back that up with?
Besides, don't think the story's about incest. Think you missed the point the author was getting across.

Marrying a family member didn't become wrong until people realized that bearing children with close relatives causes more disease among the children.
