The devil is very cunning. I like the word you used, "steeped". When you're that much into your sins, they don't even have to be steep into sin but when you sin and you think it's not a big deal and every time you justify your sins then the devil will make it seem like sinning is nothing, you then become stubborn, rebellious, ignorant of the word of God, he (devil) tells you God doesn't exist, hell doesn't exist, if God is so loving He will not throw you into hell, hell is not for eternity and so because of all this you end up sinning more to such an extent that you don't care anymore about sinning and you actually start enjoying sinnning or as some do decide to sell their souls .
Unfortunately the devil does not leave people alone, he will continuously keep on feeding you the lies as long as you allow him to. The devil does not care about anyone. He only has one mission, to make sure he does not go to hell alone and to take as many people as he possibly can and he is succeeding because as the Lord/Bible says, "My people are being destroyed because of a lack of knowledge".
It's quite a pitty to see so many souls go to hell and many many more are still going to go to hell.

The devil acts on our inclinations. He cannot get into our heads unless we let him in. But he can see our actions. So he knows what we like and what we don't like. So he works on our inclinations towards sinful things. Tempting us to do sinful things that please our inclinations.

No offense but in my belief we all contain both the good and bad within us. It mostly depends on how it is viewed by our society. One example is being in gangs that do bad things because it's hard to leave because of the consequences from it. Another is drinking; most people drink to forget the depressing things in life or to just fit in. In the end they just end up causing you more problems.

I'm Catholic and guess what the devil does not exist. People decide to do bad because they turn away from their conscience and they don't think clearly. People who decide to do bad has that "what's in it for me" "everybody's doing it" "it's not like I'm actually harming anyone" attitude.

He acts by simply letting them traipse through life thinking they can justify their actions as long as they don't physically harm anyone else or by allowing them as many outlets as possible in which to feed their inhibitions.

It's doubtful that Satan himself acts directly on large numbers of individual people. He's not an omnipresent being.
