Sounds like you got some real winners for neighbors. It is unfortunate but a risk you take living in an apartment.
I would most definitely report it to the police. It is a violation to blast music at any time...but the fact that is at 3 am reduces the decibel limits greatly. If you can hear it loudly in your place...they are in violation. If you call the police and they come in your apartment and can hear it...they will contact the offender and probably warn them. I would keep calling if it occurs again, contact the landlord and follow up. If the police have to keep responding they will eventually cite them. Where I work if I respond say 4 times I can arrest (and do) the offending party and actually impound their stereo. No hard working person should have to live with that and unfortunately the only way to deal with someone like this (you already tried talking) is with action and punishment. Believe me...every time I have arrested someone for this it never, ever happened again. Good luck and all my best.

Call the police! That is a noise ordinance violation. The cops will show up and give them a chance to turn the music down or off. If they are called back a second time, or if they give the cops problems, then they will at the minimum get a citation for the violation.
The more you call the police on a legitimate reason, the more chances that the problem people will get kicked out of the building.

There must have been a reason for him to get so upset. It could be anything. Just forget about it! But let me tell you i am having problems with our teenage neighbors who are doing the opposite of what you have done. 4 neighbors have called the police for the last 1 1/2 years and they won't stop .Loud rap as you said i can hear it down the street late in the night. all day long. they stop for a week then start again. I could go on telling you how we have been trying to stop it. But the point i would suggest to you,is IGNORE IT. 1 time and it is over. Be polite to him and don't bother him in the future. if you can! And i love country!!!!

Call the police. Every friggin night.
Here in NorCal, I issue a "Disturbance Card" on the first visit to the offender. If I come back within 12 hours for another noise complaint the following happens:
We call every available police resource to come out. (K9, Helicopter, every 10-8 cop in the district)
I confiscate the items that produce the offending noise.
The offender pays for every responding cop,K9, helicopter, etc that responds. ($3000+ typically)
The offender is warned of all this when they get the card. For the most part this keeps *** holes from playing their music loud at all hours.
Let the apartment manager/land lord know about this too. Work on getting them evicted. You tried talking to them and it obviously didn't work. Now pull out the big guns.

You CAN notify the police if it keeps happening. You could do that, but if you don't want all that trouble, just contact the Manager of the apartment. He will most likely be able to solve your problem. My friend had the same problem, but the manager warned the neihbors that if it happened, they would get kicked out. So I would say you should notify the manager. Good luck!

actually they are not really helpful. I mean the police, they even do not really come up on time.
However, calling police and if ur neighbor actually meet the officers, they would be more careful.
call the police! but i think it would be a good idea tell ur neighbors first that u r going to call the police if they do not listen to you.

Well usually in most countries you can keep the music up until 12 pm then you can call the police. Not sure what exactly they're gonna do but call them and see.

Since you live in an apartment you have to alert your apartment manager first. If they can't do anything then call the police. I used to live in an apartment and had to follow that policy.
