This is an easy one in today's society. There is Advantage. Apply once a month between the shoulders of the dog. Buy it according to the dogs weight. Advantage will kill the fleas and keep them from breeding and multiplying. The dog will be comfortable and love you for it. Advantage costs about $10 a month..it's worth every penny. Nothing else works.

If the other dog does not have fleas I doubt very much that the first one has them.
Fleas are everywhere, in the sand, in the carpet, in the grass. After all you have done, his skin would be in rags.
My guess is that there may be an allergy. Are you really sure, it is fleas? Can you see them?
If he really still has fleas, give him and all other pet's in the house one tablet Capstar (active ingredient is Nitenpyram). That will definitely kill any adult flea on him. Then put them all on a regular flea prevention programme, like "Program" or "Sentinel" (last one does worms as well).
For the first time of giving capstar ever, I would check with a vet beforehand. After that, any time in the future any of the dogs has a flea, one capstar tablet. Dogs can still pick up fleas when they are on flea prevention, but those fleas cannot multiply because they are infertile. Capstar kills adult fleas, Programme prevents fleas from breeding on your dog. Flea prevention is usually one tablet a month.
It is so much more effective and so much less messy.
Also, remember to flea bomb your house, otherwise they will stay there for ever.

PS
You NEED to prevent fleas because they are carriers of really serious illnesses like hydatid tape worm.

The chewing may actually be a result from an ALLERGY from the fleas. Even once the fleas are gone, the toxins left from their bites could still be bothering him. Try giving him some childrens allergy medicine. Use a medicated shampoo for his sores, and then an oatmeal bath to help soothe the skin.

Please dont use a flea collar ever. They are very toxic, not only to animals but to people. My husband is severely allergic to them. He can not touch one or even have a dog jump on him with a flea collar on. It sounds like the dog is allergic to fleas. I would take him to the vet to confirm this before spending any more time, energy or money on things that dont work. One thing you can try is putting apple cider vinegar in his water and also bathing him in the vinegar. It really helps a lot for dogs with skin allergies and irritation. Google search apple cider vinegar uses and you will find tons of things you can use it for. It is also healthy for you to drink. I have also heard that bathing the dog in dish soap can get rid of fleas but I have never had a problem with them so I cant testify if it is true.

Read these BEFORE applying to your dog first. You need to make an informed decision before you risk your pets health w/ top spot flea killers. The "author of a dog book " (higher above post) should have told you that!
Fleas usually attack the least healthy dog, check out this site and consider getting this book by a REAL vet, http://www.drpitcairn.com it will help in the future.
Keep searching and try less toxic remedys if you can. Good luck.

We had that problem with our cats. We used Frontline as directed by our vet. I believe we did it once a month? But we finally got rid of them. You might also try Avon Skin So Soft lotion. Fleas do not like it. Just rub it thru the hair (just enough to get distributed good) in opposite direction of the fur so it gets in deeper. Are you sure its fleas?Maybe skin allergy?

Well...you could always try a flea collar. Or buy frontline. If those don't work, your vet might be able to help you out
